DLC Only: Pass Through Dragon's Pit to Reach Charo's Hidden Grave
The Tibia Mariner in Charo's Hidden Grave is only accessible if you have the Shadow of the Erdtree DLC and gained access to the Land of Shadow. It will require you to clear the Dragon's Pit cave dungeon.
From there, you will unlock the way to Jagged Peak and be able to go south to climb the Giant Dead Dragon and reach Charo's Hidden Grave.

Stand on the ruins to gain an advantage
Tibia Mariner is in a boat, so it won't leave the water. Use this to your advantage by attacking from the ruins with your back to a wall. The skeletons it spawns will still be able to attack you, though, so don't let your guard down.
Distract skeletons with Summon Spirit Ashes
You should be focusing all of your attacks on Tibia Mariner, so use a Summon Spirit Ash like Lone Wolf Ashes to distract the skeletons that spawn.
Watch your back for skeletons
Tibia Mariner will spawn skeletons throughout the fight, so keep checking in all directions so you don't get attacked from the back. Even if you distract the skeletons with a Summon Spirit Ash, more may spawn behind you.

Use a Long Striking Weapon on Horseback
Riding Torrent will make this boss fight much more manageable since there are a lot of enemies in the area. The water around Tibia Mariner turns purple when it's about to attack, so dash away when that happens, then turn around and come back to land a few slashes. Think of your basic strategy here as a 'drive-by'.
You don't want to stay in one spot for this fight, so staying on horseback will allow you to dash away from one end of the lake to the other.
Aggro the skeletons away from Tibia Mariner
Don't go in to attack Tibia Mariner when it's surrounded by skeletons. Either clear them out first, aggro them away, or wait for Tibia Mariner to separate from them before going in for the attack. They spawn in groups and will swarm your horse if you slow down too much.
Tibia Mariner Attack Patterns
Teleport
Tibia Mariner will teleport twice-once at the beginning of the fight, and again when its health is at 50%. The second time it teleports to near the graves at the end of the ruins.
Tidal Wave
Tibia Mariner raises its horn/paddle into the air to charge up the attack, then sends a ripple through the water. This attack takes a long time to charge and is easily jumped over if you're riding Torrent, so it's nothing to worry about. Use the long charge time to get in a few hits if no skeletons are around.
Boat Slam
The front of the boat raises up and slams down, causing a small splash with area of effect damage. Tibia Mariner will sometimes use this attack if you stick close for too long, so be ready to dash or jump out of the way.
Rising Purple Wave
Tibia Mariner's strongest attack. The water around the boat glows purple, then lifts the boat into the air, causing area of effect damage in a wide radius. You can predict this attack if Tibia Mariner raises a red glowing hand in the air. This attack also damages any skeletons that are around, which should give you the chance to follow up with your own attack.
Skeleton Spawn
Tibia Mariner will spawn skeletons for the duration of the fight, which turns a relatively easy boss battle into a bit of a chore. Avoid the skeletons as much as possible, and aggro them away from Tibia Mariner so that you can get clear shots on the boss. If you decide to clear out the skeletons, make sure to strike the ground where they died or else they will respawn.
